Location: Toronto Onsite 5 days a week/21 College Street

This position is currently listed as Onsite; however, the Assignment under this request will provisionally be “Hybrid”, working 7.25 hours per calendar day, sometime between 8:00-5:00 PM (excluding lunch breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment you will be under the discretion of the Hiring Manager’s requirements for the Project you are assigned to.

The Common Cluster Solutions Branch focuses on services that support both ministries and all branches within the cluster. CCS also provides business intelligence, data analysis and other KPI reporting on important areas of business operations to our partners and the cluster. These services include Business Intelligence (BI), which consists of performance reporting, analytics and consulting services, and includes offering self-service tools to enable and empower our business partners to make informed decisions for their day-to-day business operations.


The resource would be engaged on a number of discrete projects that have been approved by ministry program areas as key priorities, including:


1) SOLGEN Private Security & Investigation Services Branch (PSISB) to develop Compliance Enforcement reporting Phase 1


2) SOLGEN Private Security & Investigation Services Branch (PSISB) to develop Compliance Enforcement reporting Phase 2


3) SOLGEN Animal Welfare Services (AWS) critical operational reporting


4) Modernized Use of Force reporting;


5) Inventory of Mental Health Programs reporting;


6) eRoster reporting.


In addition, other Microsoft Power BI work is ongoing within the Branch and resources may be required to assist in other Power BI development work involved in the unit.



All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS.


Security Clearance process, levels, roles etc. are subject to change without prior notice. Candidates may be required to undergo revised/new process (or levels) any time prior or during the term of the contract.


Mandatory Requirements: At least 5 years of experience:

  • Use Power Query to extract data from different data sources and choose a storage mode and connectivity type.
  • Profile, clean, and load data into Power BI
  • Design data models that are intuitive, high-performing, and simple to maintain
  • Create compelling Power BI report designs and report formatting, including report navigation for all audience types (executive, operational)
  • Examine, sort and present data using Power BI in a cohesive manner
  • Connect Power BI reports to data sources


Deliverables:

  • Create Power BI report(s), data models
  • Undertake special assignments/sub-projects as assigned
  • Conduct, assess, evaluate and document stakeholder interests and business needs
  • Ensure alignment and adherence to IT processes and standards
  • Support the testing team during system and UAT testing
  • Participate in Knowledge transfer


Skills and Knowledge:

  • Proven experience as a Microsoft Power BI developer, building Business Intelligence reports and dashboards
  • Demonstrated experience with M, DAX and Power Query
  • Demonstrated knowledge and experience with Microsoft Azure ecosystem, Power BI service, Azure Data factory, SQL Server
  • Proven experience with SQL Server and other database technologies
  • Knowledge of data analysis, data management
  • Proven ability to partner with internal/external stakeholders and liaise with technical experts and non-technical colleagues
  • Experience in understanding, capturing, and analyzing complex and sometimes competing business requirements to develop Power BI and Business Intelligence products
  • Excellent verbal and written communication skills, interpersonal and facilitation skills
  • Strong written, presentation and interpersonal communication skills with special attention to correct use of tense, grammar/spelling and terminology
  • Demonstrated effective time management and organizational skills, including the ability to plan and prioritize workload, ensuring timelines are met and respond to demands of a dynamic environment


Technical Skills:

  • Proven work experience as a Power BI Report Developer
  • Demonstrated experience with M, DAX and Power Query
  • Demonstrated knowledge of Microsoft Azure ecosystem and the Power Platform, including Azure Data Factory
  • Proven experience with SQL Server and Power BI Datasets
  • Proven, demonstrable experience in data modeling and data visualizations for Power BI; working with different data schemas and BI implementation methodologies
  • Knowledge of data analysis, data management
  • Experience in understanding, capturing, and analyzing complex and sometimes competing business requirements to develop Power BI and Business Intelligence products
  • Demonstrated experience with performance tuning in Power BI including measures, relationships and visuals
  • Demonstrated experience with data sources for Power BI including DirectQuery, Import and appropriate Considerations and limitations
  • Demonstrated experience with Power BI datasets
  • Demonstrated experience with Power BI refresh


Documentation, Collaboration & Communication Skills:

  • Ability to partner with internal/external stakeholders and liaise with technical experts and non-technical colleagues, regarding project deliverables
  • Proven experience in developing documentation
  • Demonstrated experience collaborating with Developers, Testers and Program Managers
  • Proven experience in producing diagrams, videos, and other visual content
  • Experience analyzing customer feedback and responding to it to improve the customer experience
  • Experience in bringing clarity to complex business challenges and conflicting articulation of business issues through techniques that result in common understanding of the issues, as well as agreement on business process requirements vs technology requirements to solve the issues.
  • Experience in understanding, capturing, and analyzing complex and sometimes competing business requirements to develop Business Intelligence products
  • Excellent verbal and written communication skills, interpersonal and negotiation skills
