The Digital Design and Delivery (DDD) division within the Ministry of Technology and Innovation (TI) leads the development of the next generation of digital public services for the GoA. DDD partners with other departments to deliver products, platforms and services that are better, faster, and easier, through modern user-centered agile processes. DDD offers potential candidates a unique opportunity to work on meaningful challenges that transform government and positively impact Albertans.

The Platforms branch within DDD is accountable for supporting ministry programs through the planning, development, delivery, and operations of user-centered common platform services. The branch builds and develops common platforms and data services that enable product teams to deliver working software that meets the needs of their users.

Role Responsibilities

The Platforms branch is looking for an Intermediate Data Services Analyst. This position reports to the Manager of Common Data Services.

The Responsibilities Of These Role Include

Data Services Provision

  • Working with platform and product teams to identify and define data services and build project plans.
  • Contributing to the integration and synchronization of common data with technical expertise, while employing systems-thinking approaches to help meet the needs of government and users effectively.
  • Providing access to appropriate datasets to meet specific project needs (e.g., reference data, API access, legacy data).
  • Working with product teams to transition solutions to operations, including preparation of relevant documentation, processes, and more.
  • Creating and controlling live structured datasets to make it easiser for teams to build products and services.
  • Consulting extensively with peers and management to present solutions and opportunities to leaders and ministries.
  • Collaborating with product teams to perform problem diagnosis and resolution for many issues.

Common Data Services Practice and Governance

  • Contributing to overarching practices and standards for collaborative common data services.
  • Promoting common data services approaches and their value to facilitate adoption and improve the utility and integration of data in service delivery.
  • Proactively communicating, developing, and maintaining effective and productive relationships with a variety of internal and external stakeholders to share intelligence, identify issues, and provide solutions in a timely manner.
  • Integrating with common data services and providing expertise on relevant topics and standards.

Support the Manager and Director in achieving Unit goals and priorities.

  • Providing insight and recommendations on issues, opportunities, and challenges.
  • Working collaboratively with team, unit, and branch staff to ensure appropriate coordination and integration of branch functions and the delivery of products, tools, processes, and services.
  • Establishing and maintaining relationships with department and GoA representatives, stakeholders, and partners.
  • Representing the branch and/or the division on department working groups and committees with diverse mandates and responsibilities.
  • Developing content for reports, responses to queries, and more.

Qualifications

Requirements:

  • University degree in a related field such as Computer Science or Information Technology, with two (2) years of related experience in cloud development and digital delivery approaches.
  • Experience with data manipulation and analysis using SQL, R, or Python’s data-focused libraries.
  • Strong experience in designing, building, and managing RESTful APIs.
  • Understanding of API security best practices.
  • Proficiency in data modeling, ETL processes, and data warehousing.

Equivalencies

Directly related education or experience considered based on:

  • A related two-year diploma in computer science or a related discipline from a recognized post-secondary institution and four (4) years related experience; or
  • A related one-year certificate from a recognized post-secondary institution and five (5) years related experience.

Assets

  • Experience in user-centred digital delivery.
  • Experience with common data services platforms and understanding their architecture.
  • Familiarity with big data technologies for processing large datasets.
  • Experience with SQL Server Information Services, SQL Server Reporting Services, and Power BI.
  • Understanding of basic machine learning algorithms and their application in data analysis can be a significant asset.
  • Experience with project management tools and methodologies (e.g., agile, scrum) to manage the lifecycle of data service projects.
  • Knowledge of data protection regulations and experience implementing security measures to protect sensitive information.
  • Experience with CI/CD tools for automating testing and deployment processes.
  • Experience with cloud services, particularly in managing and deploying services related to data storage and processing.

Term of Employment: Permanent, Full-time position

Hours of Work: 7.25 hours daily / 36.25 weekly - Monday to Friday

Location: Remote across Alberta

This position is eligible for remote work. You must reside in Alberta to work remotely.
